Is a Tower crane a motor vehicle?

Is a Tower crane a motor vehicle?
Not strictly speaking. Most Tower or (hammerhead) cranes are on a static pedestal when at work, the older Hammerhead runs on dead-level tracks which are far wider than RR norms. l8-foot gauge being more or less standard for the Hammerheads. There are both Diesel and Electric Tower cranes- but again, as they are not normally self-propelled, they are not usually classed as vehicles. In transit- in sections, on trailer truck bodies- they might be classified as ( construction equipment in transit).
