Question

Is Google within their rights to force users of its Youtube and Gmail services to create a Google+ page in order to keep using the full features of its other services?

Answer

Generally when you "buy" a bundle of services you are stuck with the service provider's internal rules, unless they change the rules on you and they don't have the legal right to do so mid-stream. The problem is that the legal terms of companies like Google are extremely complex, lengthy and one-sided because they have to be able to control the millions upon millions of users. You can check terms of service, however. As to whether this kind of requirement violates anti-trust laws by limiting competition is a different issue.
