I skided into a car in front of me. there was no reported damage to either car. the roads were wet/slick from rain. I recieved a careless driving ticket from an officer who did not see what happened but was told by the other driver. Can the officer legally issue me a citation without seeing the accident and there was no reported damage to either car?

Yes, he can based on his assessment of what happened. It doesn't mean that you are guilty of careless driving, but the officer can based on speaking with the drivers involved or witnesses make a determination that one party might have been at fault and legally issue one of the drivers involved a summons. It doesn't mean your guilty which is why you have the right to a trial before the Judge. what you should do is plead not Guilty and go the Court and speak to the Prosecutor, as maybe you can work it out, feel free to call with any questions (201)-894-9498, good luck
