How do i adopt my step daughter, her biological father conceived her out of wedlock with my now wife. He was married to someone else at the time, and never(rarely)been involved in her life. No contact for 2 yrs, my daughter is 3 1/2 yrs. old,has a permanent resident card in the US,along with her mother,and the father is still believed to be in the Philippines.
