I am aware of someone who has filed multiple law suits against the FBI which have been dismissed as frivolous in multiple Federal District Courts.

Now this person is encouraging others, who aren't aware the previous cases were dismissed as frivolous, to file the same complaint simultaneously as individuals in Federal District Court.

The encourager's reasoning seems to be that the FBI won't be able to afford attorney fees or have the time to go through all the Early Neutral Evaluation processes and will "settle", although the complaint asks for no monetary damages and was dismissed as frivolous and meritless in at least ten other Federal Courts, and most likely will be recommended as meritless by a Neutral.

What legal recourse might the Department of Justice have against these poor unknowing souls if they attempt this barrage style filing?

What legal recourse might the Department of Justice have against the person for supplying his unwitting cronies with a written complaint and for encouraging this barrage of lawsuits?

So where does he get these idiots to file lawsuits against the FBI? There must be a limited supply of idiots, but maybe I am wrong. The federal government, of course, has unlimited amounts of money and lawyers with which to fend off frivolous lawsuits. No government agency ever settles any lawsuit quickly or without a fight.
