Can one be charged with stealing a car in Missouri, then because he is caught with the car in New York then be charged with possession of a stolen vehicle by new York

Under the facts you descibed, the person might be charged in both states. But, a conviction in Missouri, MIGHT preclude a possession conviction in New York. However, it is very likely that they could be convicted on both charges.
