How can a person be brought to justice for commiting misdemeanor vadalism to my client's property when the police detained him, but allowed him to go, a few minutes before I , the security officer, signed the papers to make a citizen arrest on him?

It is possible that the police cited and released the individual. The police may then send a report to the prosecuting agency for review and possible prosecution.
