If a judge decrees mother gets children during the week of july 4th, would that mean she can pick any 7 days as long as July 4th falls between the dates she chooses or does it mean that it falls between Sunday and Saturday, July 3rd through July 10?

No one here has read the papers, so we can't really answer you.
Assuming that you had a lawyer, your lawyer certainly made sure that answer was addressed in your paperwork and you simply need to read the paperwork.
If you made the horrible mistake of not having a lawyer, you may well have a very ambiguous question that may not be answerable, and certainly cannot be answered without reading the divorce papers in their entirety (and you have not shared them in).
In the highly unlikely event that you had a lawyer and he drafted something sloppily that did not answer the question, call him and insist that he help resolve the problem he created.
