Can a minor leave the state to go on vacation with only one parents consent, if the parents are divorced?

She is 13 years old, Going to visit her older brother who is 23 while traveling with her other brother that is 20. Father is giving permision to travel, while he is still going to court for full custody. In the mean time, she is staying with her father currently full time. Mother does not want daughter to go, "she wants to spend more time with her daughter." Mother recently up and left the county that her daughter recides in with her father. She now lives 2.5 hours away and that is why she sees her less. She has taken her on the weekends nor the Tuesdays or Thursdays (for the past month) that the parents and court agreed on that she will have her daughter.

Please any help will be greatfull.

File with the family court to restrict that trip.

If it interferes with your placement then a Motion to Enforce would be appropriate.
