On what basis could a private dispute be decided in federal court?

Specifically, a lawsuit can only be brought in Federal Court if the parties are from different states and the amount at issue exceeds the sum of $75,000. The only other way that a dispute may be brooght in Federal Court is if it involves the alleged violation a Federal Law.
