Sorry this makes no sense. Normally a landlord holds a security deposit, not the "renter." However, if you are the renter and the landlord has not returned your security deposit, you may have several options in part dependent on what kind of building you rent in. If you live in a building with more than six units, or in a building with 6 or less unit where the owner does NOT also live, the Chicago Residential Landlord & Tenant Ordinance provides very strict rules about security deposits, and if it is mishandled in certain ways the landlord can be liable for damages equal to 2x the amount of the security deposited. If you are the landlord, and your building calls within this Ordinance, you should become familiar with its many requirements. If you are the landlord or tenant and the Ordinance does NOT apply to your building, there are several Illinois laws that may still apply.
