If a company has kept my security deposit under false pretense what other legal grounds do I have besides small claims. Is there a law designed that when a landlord break the law would I be able to sue for more, maybe 2 or 3 times the deposit itself? Or maybe because the company is stealing from me can I sue them for restitution?

Yes, Maryland has a law that entitles a tenant to get back more than the security deposit as well as the tenant's attorney fees when a landlord does not release the security deposit as required by law. If the landlord followed all the rules and a letter outlining the charges for damages noted at the walk-through inspection at move-out it would be much harder to fight. It isn't clear from your post why the landlord didn't give the security deposit back or what rules they followed or broke.
