we bought a truck from and aquaitance and agreed to pay of the loan, the bank released the title, but the title has a second lein with the IRS. The person we bought it from will not do anything about it. Can't get it licensed or insured. What are our options?

You may have to sue the seller or pay off the IRS lien or both.
