My brother was at a party.He is of legal age to drink alcohol. My brother was so drunk that he could barely walk.A man decided to sucker punch him.The man shattered his nose and also shattered his eye socket.What can be done legally to make the guy pay for the injuries he has caused my brother.

Report him to the police and sue him. Also, your brother may have a Victims of Crime claim which might pay his medical bills. He does not have a civil lawsuit against the host of the party but he certainly can sue the puncher for assault.
