I live in Broward county, Florida. My landlord wants to raise my rent on new lease 30% also wants $ 2600 dollars in extra security etc by Sept. 1. I have a disabled child and live month to month and cannot afford this. Do I have any legal recourse?

You cannot prevent the landlord from charging whatever they want and requiring whatever they want for security deposit UNLESS you are in some type of subsidized housing.
