I am currently raising a 14 year old girl. she has lived with me for 2 1/2 years with no support from her mother. she has no contact with her father. her mother gets child support for her but has never given me anything. what do i need to do to make sure she doesn not have to go back and live with her mother? do i file for custody or what can i do?

You'd have to ask for a modification that would change custody.
But in the meantime, go talk to the Attorney General about redirecting the child support payments. Do that NOW.
