ground the tank to a/the building's 'ground', like the water-pipe for example.
prior to filling, etc. ---- the large container you are filling 'from' should also be
'grounded' at all-times. this can be simply done with large or small /as the case
may be/, and electrical wire with 'alligator clamps/clips' each-end. the large
truck the fills your large tank should also be 'grounded' thusly, as well as maybe
a 'chain' hanging from truck ,ground' to street/parking-lot pavement,
or other anti-static device known as a 'ground strap' which LOOKS like a
rubber strap permanently attached to ground of truck, that drags along the
street at all times, driving or parked. NOTE-- there are ground straps
availabvle for even the person working on sensitive electrical=devices, which
velcros around the wrist of the person-to-ground with a wire to aligator-clip
to ground to eliminate static discharge from clothing whilst moving-about.
